Google Chrome Update Stuck in Relaunch to Update Loop
Resolve by doing the following:
Make sure Google Chrome application is closed.
Open File Explorer > This PC > Windows (C:) > Program Files > Google > Chrome > Application
If you see two Chrome files (one labeled "chrome" and one labeled "new_chrome") continue to the next step.
Delete chrome.exe file
Delete the folder with the older version of Chrome (for example, one folder might be named something similar to "120.0.6099.111" and one might be named similar to "120.0.6099.130... delete the one with the lower number).
Rename the file new_chrome.exe -- Delete the "new_" so that it is now labeled "chrome.exe"
Open the Google Chrome application
Go to Help > About and it should now be showing as up-to-date
If this doesn't resolve the problem, uninstall/remove the Google Chrome application from System Settings/Apps & Features and download the Chrome application from the Google website and reinstall it.

These instructions should quickly resolve the problem.
